Herland Cerveaux is the Managing Director of OceanHub Africa, where he leads the organisation’s efforts to accelerate ocean-impact innovation and entrepreneurship across the continent. In this role, he oversees strategy, partnerships, and programme delivery, supporting the growth of startups that address critical challenges within the blue economy.

With a strong background in economic development and international cooperation, Herland brings extensive experience in programme management, grants coordination, and ecosystem building. Prior to his current role, he served as Programme Director and Acting Executive Director at Cap Business Océan Indien, and held earlier positions with the Indian Ocean Commission, where he contributed to regional development initiatives.

Herland has also worked as an Acceleration Programme Manager with the Living Labs Federation and as an independent consultant through HCerveaux Conseils, supporting innovation-driven projects and partnership development across sectors.

He holds a degree in Development Economics and International Project Management from Université Paris-Est Créteil, complemented by certifications from HarvardX, IHEDN, and the ITC SME Trade Academy.
